fact is that in most elections 1/4 of the people who can
vote actually do vote. After years of this happening people
start to plan for it, sad I know but its human nature to
expect things to continue as they have.
The office of elections also have a budget and the same
people who complain about the wait now may also be the ones
who complain that more money is being spent than necessary
when small turnouts happen.
So when 1/2-3/4ths of the people show up the planing isnt
going to work. But there are laws, at least where I judge
that if you are in line when the polls close you get to
vote. It may be a wait. But no one is guaranteed not to
wait, just that you have the opportunity to vote.
