As much as I like to point out the shortcomings
of Windows in general, failure to read a DVD is
mostly not due to software problems during the
creation, nor during playback. The problem is
predominantly with the physical drive(s) and discs
involved, many writers and/or blank media being unable
to record data reliably enough at their maximum
advertised speed, and many readers being unable to
cope with slightly substandard discs.

Commercially pressed discs will not exhibit weakly
defined tracks like home-brew discs, but they may be
ever so slightly off-center, or have an uneven
surface, both of which can prevent some readers
from making sense of them.
