Yes, absolutely, you can build fundamental logic gates with pneumatic
valves--which you could theoretically build up into a whole computer. After all,
Babbage (almost) built one with gears and cams.

Didn't they actually build one? To model the flow of money?

You'll need to search for yourself, but I thought the Bank Of England for many
years had such a water computer. (Maybe they didn't - it could be an urban
legend.)

Patent Attorneys all have Engineering or Science Degrees

There is no need to make a processor out of buckets and troughs.

Any patent attorney working in the area of software most likely has at least a
BS is electronic or computer science. Many have advanced degrees.
