Case 1: Take piece of sheet metal and a file. Use the file
to cut off pieces of the sheet metal, forming a 'key' with
notches on the key representing 'bits' of a code.

Case 2: Take an array of fuses on a silicon chip. Cut
away some fuses (by electric current, for example), forming
a pattern where the missing/remaining fuses represent
'bits' of a code.
Did you create a new device?
Case 2a: Assume that the array of fuses is on the same
die as a genera-purpose processor that accesses the fuse
array and interprets the 'bits' as a program. Perform the
same circuit modification as in Case 2.
