It's not about extradition, it's about disappearance.
If someone has broken laws and/or killed people, that person can appear in
court; it's legitimate to extradite for this, and the extradited eventually
appears in court, followed by the media every step.
But this one has not broken any laws, just caused huge embarrassment. So
extradition may not work too well: it is a judiciary process, and he would be
followed by the media.
Character assassination works better. And I believe that he is justified to
think that outright assassination would work even better.
His public image has been shaped so well that no-one would question a report
that he jumped overboard the ferry, or whatever. Being in an unlikely embassy
is a way to keep the media's attention - and, as a corollary, to prevent him
"being suicided".
