Where the civil servants would give the Ministers huge boxes
of boring documents and hide the controversial or
undesirable stuff somewhere around page 380. The Minister
would almost invariably sign off on the box of papers as
approved (to keep his sanity), and the civil servants would
then be able to use the approved controversial documents in
some way to benefit their agenda or as leverage over the
Minister for some purpose.
Actually it isn't funny when you try to explain it, but the
series (and "Yes Prime Minister") is well worth a look,
especially for Brits, or people with a broad understanding
of how British politics works (or who just want a basic
crash course in how the powers-that-be can manipulate things
to suit their agendas.) "The thick of it" and "In the Loop"
are a more modern treatment of similar issues but with more
swearing.
