Okay, I know I know. I'm talking about linux in the pedantic sense, the kernel.
You're talking about Windows in the broad sense - equivalent of a linux distro,
and distros most emphatically *don't* run the same codebase across multiple
devices ... android, kde, X, Wayland, plasma, ... (I haven't mentioned gnome, I
don't use it :-)

Problem with Windows is "Windows"

Linux can be consistent across platforms (android, linux for
z series, servers, etc) because it is NOT wedded to a user
interface. My android tablet does not run X. My PC does. I
don't want to interact with them the same way. Nor do I want
to interact with my headless server like I interact with my
PC.

Unfortunately, Windows is, by definition, all about the user
interface. Currently they assume everyone wants to do touch
interface, even with a headless server 2000 miles away.

It's idiotic to think that user's can't distinguish between a
laptop/desktop and a phone. Or that they can't hold two
different paradigms in their heads.
