Didn't the DMCA already make unlocking your phone a crime?

If a US citizen brings his phone to the UK on holiday, unlocks it here, where
blocking you from unlocking your own phone is illegal, so he can use his phone
on a network here, then goes home?

There is a petition here that you could sign if you would like the White
House to respond to it.
It is necessary to create an account to sign
petitions on the White House's petition site.
Once you do that, you
might want to check the new petitions every few days to see if there are any new
ones you are interested in signing.
Imagine if enough people cared
enough to merely sign a petition. Or do even more.

It's a dumb phone; does calls, messages and has an address book. I don't
know what else, I don't have it.
It came unlocked for about US$21. It's a Samsung.
Actually I can't seem to remember seeing locked phones in this country. I
don't speak or read the language so take that for what it's worth. There
are hundreds of little phone shops in this city selling unlocked phones.
We just took it out of the box and slipped in the SIM card from the defunct
phone and away we went. The address book from the old phone was all
there on the SIM.
You can get plans but most of the people go buy some calls and texts from
one of the little shops and off they go till it gets low.
People in the USA are crazy; they need to rise up en masse and demand
that the telcos and government provide what is cheap and easy and what
they want. although if they have never had it I suppose they don't realise
they want it. I'm not holding my breath.
"Land of the free" - don't make me laugh, over there you can't even
choose
what your letter box looks like.
