2 issues with a larger fine

"1. In 14 months, the users didn't notice."

That was the point. The ones that DID notice, didn't care,
they just installed firefox/chrome and wiped their hands of
the matter.

The users that never noticed are the whole meat and potatoes
of the "browser selection menu." The whole purpose of the
selection menu was to give users an unbiased choice as to
which browser they wanted to install. Most people don't care
and just use the default because they don't know any better.

Sorry - but I think that's mistaken

Early on I recall reading about someone who had noticed and reportedly sent in complaints to the EU Anti-Competition Commission.

As a result, I don't think it's true no one noticed - of if they did, no one complained.

I also wouldn't be surprised if the Commission deliberately decided to ignore such complaints until a larger voice was added (rumor is Google).
