That doesn't change the fact that their incentives are rigged to push for
convicting everyone they can, and ignoring those who they can't, rather than
trying to confict those who deserve it.

But then that's the problem with relying on prosecutional descretion when making
laws. Prosecutors don't have any.

Is it for a different government level? I'm not from the United States, so a lot
of
the things that happen there look downright weird to me.
