I checked various themes, all of those with news picks behaves the same way.

My observations:

    testing with firefox on same windows os: firefox behaves as usual, news picks a small section on the right
    with IE at full screen news picks has about the same amount of space as the articles
    shrinking IE - articles shrink, news picks maintains it's width
It might actually have something to do with the themes selection itself - it's right over the news picks column and may be controlling that section of the layout. If set to expand/shrink like the headlines area, it may start to behave the same way.

I wonder if the particular controlling setting is one of those great examples of MS not following standards.
