About NX, the owner of the copyright CAN change the license
terms onward, but not backwards.
What NX did was to change the license (for the new releases)
and let the open code with no new features or bug
corrections. Combine that with a stream of new features
and/or better performance, leaving the free counterpart
starving and you can change the code back to proprietary.
But whomever received the license to the free code can still
use it accordingly to the license. You can't "recall" the
software license.
