You're making Oracle's task of conflating the function call
with the body of the function more difficult!

That rather depends on where you're starting from...
If your module is well-specified - i.e. someone has actually done the
requirements capture properly - then creating the API is essentially
mechanical.
Sadly, most libraries are written in response to a very vague hand-waving about
what the module should do - in essence, little more than what it should be
called.
*That's* where the creativity comes in - in thinking up what the module should
do. And it's a step that should frequently (usually?) be absent, if only
manglement would actually do their job for a change...
