Not exactly. He produced TimSort by converting some open source Python code into
Java/Android code. In the process he needed a small range checking function and
copied one from the Java Arrays class. That was reasonable to do as TimSort was
envisaged as an eventual replacement for the sorting methods within Arrays. All

Bloch wrote a Java version of TimSort from the Python version. Into that Java
version of TimSort, Bloch copied the rangecheck function from Arrays.java, which
is the source for the class java.util.Arrays. AFAIK, Bloch is not the original

You are missing the equivalent of:
bool check(min, max){
return 0 <= min <= max <= array_length;
}
