When Sun Microsystems tried to follow through on their
promise to GPL Java, they discovered all the bits to which
they did not hold copyright. And basiscally it proved to be
an insurmountable task to get the copyright holders of some
critical bits to agree to a GPL for those components.
This is sufficiently recent that I'm sure the documentation
is still there for Oracle to review. The way it was
ultimately resolved was by adopting the independent GPL
implementation IcedTea as the reference implementation of
Java SE6 and Java SE7.
Reference implementation doesn't mean that's what Oracle
itself is using to build and distribute the Java binaries.
Those still contain well-identified critical components to
which Oracle does not have copyright.
