Note that the package hierarchy may specify some of the inheritance hierarchy.
For instance java.io.IOException must be a java.Exception (there's probably some
more package bits in there, but I can't remember them offhand). Not just that
it must implement all the methods of a java.Exception, it must *be* a

You have an idea there, but your statement should not be taken
too literally.
