I'm sure you have this but the reporter in Ellison's testimony called it "SpringBoard".

Note sure when you updated the article but you pointed to this comment that first associated that with "SpringSource" or "Spring".

I think Ellison did mean SpringSource.

However, Spring is a library built on top of the existing
core Java APIs with the intent to make them it easier to use
and to augment and/or enhance their ugly bits. Spring was
never used as a replacement for core Java libraries (i.e.
you still need all of the core APIs to make Spring work).

However, many developers did use it as an alternative (not a
replacement) for non-core APIs such as those added in the
set of J2EE specifications (Sun developed many non-core APIs
this way through a community process called the JCP). The
J2EE APIs were complex and unwieldy for many developers, so
they often chose to use the Spring APIs instead. This, by
the way, made Sun quite unhappy. I can only assume Ellison
was referring to this incorrectly.

Interesting to note, because Spring builds on the core Java
APIs, much of it works under Android unmodified. I think
this is at the heart of what Google wanted to gain with
their implementation -- the ability to reuse the wealth of
existing open source APIs that had already been developed
for Java.
