That's not entirely a bogus statement.
Most compilers call helper functions for complex operations. An example might
be double precision floating point operations. Or even transcendental functions
in languages that have them as native operations.
These helper functions are substantial enough that they can be copyrighted.
Most compilers allowed the use of the helper functions with no restrictions.
Those compiler vendors that did not allow this were marginalized. The compiler
business is difficult enough that a slight loss of market share is deadly. Thus
eventually all compiler vendors changed to not claim the output of their compile
systems as being royalty bearing.

Bear in mind, a lot of compilers were machin-specific (for example, I did a lot
of programming on Pr1me), and any programs produced by the compilers probably
contained a lot of inlined code.
But seeing as that code would only run on Pr1mes, it would be a bit difficult to
give a copy of a program to someone without a licence...
