You are mistaken in thinking that the law is simple, by any logic: when you have
contradictory rules that are often ambiguous and apply in an overlapping manner,
that is the very definition of complicated. Even if the statements are simple
in themselves, the relationships are often confused and irrational.
Such self-contradictory rules do not apply in any science or technology I have
ever known. Do you happen to know of any? I'm certainly willing to change my
mind about it, but I don't think that the relationships that technology relies
on are confused. ;)
To put it another way:
Technology obeys laws of nature (which are more or less fixed and consistent),
which while they may interact in complex ways, can be broken down into less
complex and ultimately simple rules and relationships.
Law does not obey any laws of nature, it is wholly a creation of the human
imagination, and while the complexity may be broken down to some degree, some
rules and relationships cannot be ultimately made simple because they are not
fixed or consistent.
