There are essentially two parts:
1) rules of use | specifications
2) the "black box"

Google didn't start from looking at Sun for interfaces.
They started from Apache Harmony. The license for Harmony
is compatible with Google's desire to make a proprietary,
non-GPL product (since the Apache license is NOT a GPL
license).
Harmony is a ground-up re-write of Java. Harmony has no
license from Sun. However, for compatibility reasons, it
uses the same class structure as Java, i.e. the SSO.
A license from Harmony would be non-availing. If it is in
fact the case that SSO's are copyrightable, then Harmony is
infringing. Harmony cannot license what it does not own,
any more than I could copy someone else's book and claim it
as my own, and then "license" it to you.
The existence of Harmony, and the fact that Sun was aware of
Harmony's use of its SSO, and the fact that Sun never sued
Harmony is part of Google's affirmative defenses.
