Not correct. In the instance given, the Salvation Army is doing a public
performance for which a public performance license is required
(http://www.mpaa.org/contentprotection/public-performance-law in the U.S and
http://www.ppluk.com/ in the UK). They can however rehearse the song in private
without any issues.
