Most large organizations do not push out new OS versions immediately. They wait
until they are sure all of their applications (and, in this case, their users)
are compatible. They will typically buy new hardware with a license that allows
downgrading from the currently-shipping OS and then allows them to upgrade
later. If the new PCs won't run Windows 7, or can't be shipped with Windows 7
and upgraded to 8 later, but MS and the hardware manufacturers will have serious
