By practical, I mean from the point of view of the
behavior/functionality that is being claimed. And it is not
the same as theory, and it is not all math. Computers do
stuff, and different computers are capable of doing different
things, because no matter what our dreams of cross-computer
theory are, different machines have different resources.
Monochrome screens can't show color. My ancient flip phone
could not play angry birds. There was not enough RAM or screen
space. There are practical differences that theory just can't

There is no
difference.
As a software engineer I disagree that
"Theory IS practice".
Not all practice uses of computer science in
