One more thought.
What if instead of giving out monopolies, the public (government) purchased the
ideas outright and put them in the public domain for everyone to use. Bought by
taxpayer's money free to all. Now that would encourage people to grow their own
businesses and actually use the valuable ideas that are submitted instead of

The patent office isn't even capable of following their own rules or recognising
that something is old hat so how do you think they have a chance of recognising
the utility of a patent?

How about:
You cannot be issued a patent unless you have the right to
vote.
Same for copyrights.
