They will offer to "donate" Windows computers to EU
schools instead of
paying the fine. This of course will only
serve Microsoft's long term

This is a cash fine and has to be so paid into Commission funds. The penalty
structure was designed to prevent the sort of 'payment in kind' settlements that
arise in the US. Also it is worth noting that the scale of the penalty at this
stage does not really matter. It is the clearing of the law and procedural
issues that is important. Upholding of those matters aids the penalty escalator
