Maybe.
I agree with your rationale that not requiring a profit element means a certain
efficiency.
But the existence of that profit element is what drives the search for
efficiencies. A public organization can easily fall into it's own
inefficiencies and lose the advantage.

In those countries where everything is paid for by the government, there are
huge delays in getting service.
The same thing happens in the US with people under Veterans Administration or
HMO care.
Yes, it seems to be cheap, but people literally die while waiting for the more
