Ontario provides free flu shots to all residents, and they are easily available
in drug stores and clinics. Out of the goodness of its heart? No - it saves a
lot of money by reducing demand on hospitals.
I have never understood the American distrust of government. As a Canadian, I
trust both the federal and provincial governments to deal fairly with me than

As you said, 85% coverage is needed. Now we have folks who
decide to opt out, because they think the vaccine is worse
than the disease, and they'll be protected because others
will get the shot. Now the number covered drops to, say,
75%. And we get an epidemic, and that also affects adults
who either were not immunized or have lost their immunity
(it happens). Now we have massive hospital costs, medical
devices, etc.
Cheaper is to pay for EVERYONE to get the shots, modulo the
few who truly are allergic to the shots.
