I believe the answer can be found in the concept of liberty.

In the US it has been an accepted understanding that a person could participate
minimally in the general society. He could make poor decisions and even be self
destructive to a certain degree.

Over time that ability has eroded. A hermit with a child may suffer some
oversight by the state. A hermit with income has to pay income taxes. A hermit
who grows wheat to feed to his pet goat is subject to laws about interstate
commerce.

And now a hermit has to pay a tax so that hospitals and insurance companies
don't go broke. (I don't think the tax money actually goes to the hospitals and
insurance companies, but it's the thought that counts.)
