And now a hermit has to pay a tax so that hospitals-- bound by
ethics and by law to treat him when he inevitably falls ill -- and insurance
companies don't go broke.

So if the hermit gets sick and is treated, who pays? Is it
right for someone to get treatment without paying for it? Is
it right for someone to knowingly forgo contributing to
healthcare when they are young, counting on someone else
paying (and thus keeping the insurance rates down) when they
are older and need care?
Note that the tax is paid only by those who refuse to pay for
insurance, thus potentially burdening the public with the
cost of their care.
