All sounds great - but what's the incentive? Right now the
incentives are ALL to keep it close and build more, and not
do the scientific work to determine what treatments work in
what situations (one of the items in the health care law).
A number of years ago I worked in this field. Insurance
companies would pay for insulin, needles, surgery to remove
gangrene caused by diabetes, etc. They would NOT (at that
time) pay someone's membership in a health club - despite
that being the cheapest way to solve most diabetes. Why?
Because there was no incentive. There was to subsidize the
expensive stuff.
Most doctors I know are good people, and trying to do the
right thing, but the incentives in the system are to
continue to jack up the price.
Interestingly, two of the best medical systems in the US are
socialist - VA and Military Healthcare. Both have the
government pay the costs, both have their doctors on salary,
both focus on preventive care. Kaiser on the private side
has a similar model.

as it is known. Something like Canadian Medicare. Or, alternatively, an NHS
like the UK has.
