You seem to be working under the misapprehension that Microsoft controls what
all computer manufacturers do, or do not.
'[In]Secure Boot' may well be part of tablets that come with Microsoft 8/RT
installed, but those will be limited to a small subset of ARM SoCs, in
particular those that Microsoft has got around to implementing. In the same way
WP7 could only be done using about 4 different SoCs of the dozens available.
Microsoft may well be able to lean on many of the OEMs by threatening to remove
'loyalty' discounts, as they did with Netbooks, but not all tablet makers are
beholden to Microsoft, nor do they use SoCs that Microsoft has chosen to
support.
While you may have trouble with Microsoft branded 'Surface' that does not mean
that all tablets will have secure boot, not even all MS OEM ones.

The issue as I see it what reason do the OEMs have to play along with this.
