Build your own?
Over here we have white-box manufacturers who will sell you parts or
part-assembled systems. If you buy a system assembled apart from the hard drive,
then it will have to be sent to you in setup mode.
If you don't bother to activate secure boot, everything should be hunky-dory.
All my systems are home-built, and I find it hard to imagine that a "fresh
out of the box" motherboard is likely to be locked to Windows. Even if MS
wished that to be so.

Either a local white-box shop, or one of ZaReason, Los Alamos, System76,

System76 ships systems with Ubuntu.
Most local white box makers are willing to sell a system without any OS
installed on it.
