They are quoted as saying that MS were reporting the option as being present.
MS, perhaps surprisingly to some, is not really a top level entity in the

This is not what I meant.
I was talking about an internal auditor within Microsoft. They have a duty of
making sure there is no slip up. So my question is did Microsoft have a workable
internal audit process? How could they have not noticed the problem before
shipping the product?
The EU wasn't watching very hard if I understand correctly. The picture I have
is they were relying on Microsoft's reports, assuming incorrectly they were
accurate. I think the EU never imagined Microsoft would have the gall or
incompetence to file reports they haven't verified to be accurate when the world
and his dog can check if their products are compliant.
