DECNET was the basis from which OSI was derived. This was
mandated for government procurement for a while, and was
definitely a credible competitor to TCP/IP.

It looked to me from where I was in the industry as though
the main reason TCP won out rather than OSI was that TCP
software was available for free, and came free as part of
every unix system. OSI software on the other hand had to be
bought (not cheaply) and installed individually for every
system.

Add to that the problem that the upper layers of OSI (the
layers that TCP/IP simply didn't bother with) were overly
complex having been designed by committee. Different
OSI implementations sometimes couldn't talk to each other
because they couldn't agree which options to use.

So the upshot was that although some systems were fitted
with OSI stacks in order to meet government procurement
requirements, it was TCP/IP that got used in practice.

I think a freely available OSI stack might have swung things
the other way.
