Well he could have apologized, but he refused. Just think of the 4.5 million
fine as an incentive to apologize.

Well, consider the situation. It's not just a matter of stalking. The stalker is an assistant attorney general. He's not just some random Joe, he's someone who can bring significant official power to bear to back up his stalking. He's using his office to spread extremely vicious lies about his target. And he's in a position where he knows what he's doing is a gross violation of the law, and he's doing it anyway as if he feels secure about not being prosecuted for it. When called on it, he's not in the least repentant and flatly refused to so much as apologize. So what can a jury do to him? This is a civil case, they can't throw him in jail. They might order him to apologize, but an apology under duress isn't worth the air used to speak it. They could order him to take down his blog but that's hardly punishment, that's only what the law owes Armstrong in the first place. So what exactly can a jury do to send a message loud and clear not only to Shirvell but to all the others of his ilk: "This is not acceptable. It's not legal. It's wrong. And if you do it, you will not like the consequences."? What penalty can they impose that'll come close to making Armstrong whole after having a government official pursuing a vendetta against him because of that official's irrational beliefs?

It's not the jury's money. Politicians are the same way with money. Large
numbers have almost no meaning to people.

4.5 million is over 2000 years of work at minimum wage (40
hour week * 52 weeks a year * 10 dollars per hour)

The US national debt 16,000,000,000,000 is 50,000 per person

Actually he and his lawyers only asked for $25k, it was the jury that bumped it
up to $4.5M. He also offered to drop the case immediately if the lawyer made a
public apology.
