I beleive the requirement was for a model, not a working prototype, and the
requirement was eliminated because they were taking up too much space. Some
inventions would be too massive to build a working prototype.
I believe with modern technology an electronic simulation or video would be
enough to demonstrate what the inventor intended. That takes up very little
space and I think could eliminate many of the problems with expansive claims.

I'd have thought the life of the patent plus a nominal period
would be long enough to keep the sample. After that they could
