IANAL, but yes; the guy is in trouble, and the trouble will be called one or
both of the above.
Depending on how much intent he is proved to have had, I would not be surprised
to see him doing some time.

Basically, perjury
is codified in 18
USC
§ 1621 and 18
USC § 1623. Related offenses include "subornation
of perjury"
(inducing another witness to commit perjury)
and "false swearing" (lying under
oath but not during an
official proceeding).
