Only according to the Copenhagen interpretation of Quantum Mechanics.
Which is a load of statistics. (It's basically going: We can't have accurate
enough instrements to measure what's actually going on (Thanks, Heisenburg), so
we'll pretend that it really *is* random and go from there) The alternative
interpretation is that there's structure that we can't measure down there, plus
chaos theory.
tl;dr: The Copanhagen Interpretation is engineering, not physics: ie. It gets
useful results that can be applied to stuff.
Either that or the scientific method doesn't work, since you just disproved the
