Which part of US Copyright Law
says that
Books not legally copied under the US title cannot
legally be sold in the US. ?

The only thing
that I can see that may have an effect is in Appendix L where there is a
reference to the WTO Agreement where there is a reference to "(11) The Agreement
on Import Licensing Procedures." which I haven't followed up.
Again, IANAL
so my interpretation of what is written there could easily be wrong.
