I think the EU tried something similar with Microsoft. They didn't pay. Microsoft appealed. They lost. Eventually, Microsoft caved and added the browser selection modification.

Last I looked, Microsoft still hadn't paid. Then they deleted the browser selection screen. Now they have new fines ...

No - a pound for the first hour, another two pounds for the second, plus four
for the third ...
Delivered on Friday afternoon at close of business. Check Monday morning 9AM
(that's 64h), declare them bankrupt (there isn't that much real money in the
universe) and seize patents, copyright and other IP in partial expiation.
(Where have all the good tyrants gone?).
