I once worked for an outfit in the UK where a police car turned up with a
judge's warrant for the CEO's attendance at his court immediately. He had to go

Change control processes always have an "emergency" clause, allowing
the process to be by-passed or suspended where necessary.
This is the sort of situation where it would be called into practice.
