This is theoretical.
Let's say the college does not get a majority (scenario 1).
And it goes to the house.
Does the house have to choose one of the candidates, or can
they pick a president out of the blue, even one that did
not even run?

Not quite. A simple majority of the STATES (they vote by
state, not individual Representatives, per the 12th
Amendment) elects the President. I haven't looked at the
current makeup of the states, but theoretically, the
majority of the House could be Republican, but the actual
majority of the States Democrat (or vice-versa).
