Go to your local _ Church of Jesus Christ of Latter Day Saints_, and ask one of
the Brothers, or the Bishop for assistance in creating a viable plan for setting
up a store for use during an emergency. You do not have to be a member, or even
potential member, to receive that assistance. That assistance will be gratis.
You will have to purchase the food, storage containers, and other items of
survival.
Most of their chapels will also schedule canning days, during the harvest
season, when both members and _non-members_ can their agricultural crops.
Do not ask an Elder for such assistance. They are not trained for doing that
part of the LDS mission work.
Time was, a natural disaster could have occurred in Utah, and the assistance
provided by the Federal Government would have been zero, because there was no
demand for it. The people living there had made preparations for every
survivable natural disaster.
FWIW, I have never been a member of, or affiliate of, or follower of the Church
of Jesus Christ of Latter Day Saints, nor the Community of Christ, nor any of
the groups that adhere(d) to the teachings of _The Book of Mormon_ or _Doctrine
