The last holdout, the US FCC, dropped all Morse code requirements for Amateur
Radio on February 23, 2007. There was very little notice and even less change in
the number of applicants for new licenses.
Appliance radios have been around for decades, even though many of the biggest
names left the business long ago. I have a handful of ICOM radios covering 80M
to 70cM. All of them were purchased off the shelf at retail stores or at a
Hamfest flea market.
What was your point again?

Dropping the technical requirements and
Morse code testing and
substituting purchased certified equipment instead might
help.
OK.
So they have purchased their certified iPhone, but there is no power,
no cell phone tower and because they have not passed the theory that would
enable them to get things working with what they've got, they find they are
holding a useless paperweight in their hands.
How does that 'help'?
