Because over some 2/3rds of the earth (the seas) the temperature can NOT go over
38C.
Air at sea-level, despite registering on a thermometer as warmer, actually has
less energy than air at the top of a mountain. That's why warm air stays down
here - it cools as it rises and expands, and it doesn't have enough energy to do
so.
Water vapour stores a lot of energy in a little space, and at 38C air saturated
with water vapour now *does* have enough energy to rise. The rising air cools,
dumps rain, and carries on rising - and we get a Sandy.
Which is why tropical storms are getting more violent, more frequent, and occur
further and further from the equator. As the sea gets warmer, it provides far
more fuel (water vapour) to the storm.
And if the maximum temperature over part of the earth is capped, and increase in
the average must be concentrated elsewhere ...

And to add another point, from what I've picked up ...
last decade's "exaggerated reports" are this decade's "now we
know better, we underestimated it last time round".
The "probable case" scenario is steadily worsening.
