I recall that PolR said that non-terminating programs are in
fact a type of algorithm, i forget which type but it was
discussed in one of his articles or comments thereto

Perhaps we can agree that's an
alogrithm, perhaps not. I say it is! Now I change it and remove one line of
code:
X=FALSE
while X != TRUE loop
print "hello world"
end
loop
Now it suddenly ceases to be an alogrithm?
Interesting
argument. One I'll never agree with, but interesting.
