Ok, that's just silly. What kind of junk science is that?

1) The Earth is a closed system, ergo the weight of all the elements and
compounds on the planet are already exerting the maximum force that can be
applied to the Earth's crust.

2) Frozen or solid the total mass of the water on the planet remains the same,
ergo the force of the weight of water on the planet is constant. The weight of
water in any particular state is irrelevant and related to the volume. Mass is
the controlling factor for force calculations.

3) If all the mass of the planet's glacial deposits melted, it would be more or
less evenly distributed over the planet, in time. It would decrease the direct
pressure on the areas where they had existed and spread that force out over the
planet. It's unlikely to cause much, if any, change in plate tectonics, unless
it all melted very rapidly, and even then I question the science and math behind
it. Considering the rotational speed of the molten core under the plates and the
exerting forces that creates. And Newton's postulations on the nature of bodies
in motion, tending to remain in motion.

4) Your link says absolutely nothing to support your claim. It speaks of
Krakatoa and large volcanic explosions and the impact of them. Which is largely
due to projecting prodigious amounts of greenhouse gases and sunlight
blocking/absorbing particulate matter high into the atmosphere. Not anything
related to melting of the polar caps and more liquid H2O.
