As I understand it, the ITU was originally set up to manage usage of the radio
spectrum, which is limited and by its very nature must be shared by everyone
that wishes to use it. They also became the arbiter of exchange agreements
between circuit switched networks operated by various telcos, some of which are
private companies, while others are government controlled monopolies. In both
cases, the purpose was arbitration, not control. Now they wish to assert control
over a medium which is not only unlimited and reproducible, but designed to
treat the controls they are proposing as damage and route around them. How do
they expect that to work?

The (govt) telcos administer spectrum licensing in many countries,
which gives them the mindset they should have the internet too.
