I'm sure the expression "hell yes" would merit a TV-PG rating at

I assume you're refering to this:
"no swearing, foul language or the use of *'s to suggest it."
I'm not sure "hell" has ever been considered foul language or swearing
when used in this manner. And I certainly didn't use *'s.
The term "swearing" originated as a description of phrases such as
"by god" and was condemned by the catholic church for "taking
gods name in vain" ie: promising to do something in the name of god that
you have no intention of ever actually doing. I doubt that they'd object to the
use of "hell" in a similar manner (ignoring that "bloody
hell" probably started as a verbal work-around for exactly this rule)
