Microsoft has successfully strangled other markets in the past simply by
having their OEMs sign on to such things as:
Can not present hardware
greater then X in order to be allowed to place MS on it!
And of course,
they got in trouble for the:
Must pay MS the licensing fee even if a
computer is sold without MS on it!
Any of these tactics could easily be
responsible for why it's so hard to actually find a Linux product on Dell's
website and why the sales staff commonly don't even know the product
exists.
As a result of the above:
I'm simply not surprised that Dell
can't make a reasonable profit of any FLOSS software!

they said themselves they're out of smartphones, not tablets.
